This book examines the meteorological phenomenon known as Western Disturbances (WDs) and traces their influence on the Indian subcontinent. It fully details the unique characteristics and dynamics of these disturbances, which produce large-scale instabilities in the atmosphere over northern India due to the orographic influence of the Himalayas. The authors first present a definition of the phenomenon and then go on to detail their structure and migration. Topics include dynamics, energetics and thermodynamics; modelling studies; land-use and land-cover interactions; and WDs in the changing climate. In addition, coverage outlines how WDs interact with and influence other weather systems throughout the four seasons of Indian climate: winter, pre-monsoon, monsoon and post-monsoon. It places special emphasis on wintertime dynamics since WDs significantly contribute to the precipitation in India during this time. The authors explain why this period should be termed "Indian winter monsoon" and differentiate it from the northeast monsoon which so far is the prevalent term used in the region's meteorological parlance. This second edition explores some of the latest techniques used to provide forecasts for a wide range of water-related applications in areas such as floods, droughts, water resources and environmental impacts. The practical uses can range from decisions on whether to issue a flood warning through to providing longer-term advice such as on when to plant and harvest crops or how to operate reservoirs for water supply and hydropower schemes. It provides an introduction to the topic for practitioners and researchers and useful background for courses in areas such as civil engineering, water resources, meteorology and hydrology. As in the first edition, the first section considers topics such as monitoring and forecasting techniques, demand forecasting and how forecasts are interpreted when issuing warnings or advice. Separate chapters are now included for meteorological and catchment monitoring techniques allowing a more in-depth discussion of topics such as weather radar and water quality observations. The chapters on meteorological and hydrological forecasting now include a greater emphasis on rainfall forecasting and ensemble and probabilistic techniques. Regarding the interpretation of forecasts, an updated chapter discusses topics such as approaches to issuing warnings and the use of decision support systems and risk-based techniques. Given the rapid pace of development in flash flood forecasting techniques, flash floods and slower responding riverine floods are now considered in separate chapters. This includes more detail on forecasting floods in large river basins and on methods for providing early warnings of debris flows, surface water flooding and ice jam and dam break floods. Later chapters now include more information on developing areas such as environmental modelling and seasonal flow forecasting. As before examples of operational systems are provided throughout and the extensive sets of references which were a feature of the first edition have been revised and updated. It presents a comprehensive analysis of the current state of knowledge related to the climate of the Arctic, using the latest meteorological data. All meteorological elements are described in detail and an up-to-date review of the available literature for each element is given. Climatic regions are distinguished and described. The monograph also provides an account of the present state of research on climate change and variability in the Arctic for three time scales: the Holocene, the last Millennium, and the instrumental period. Ongoing climate change necessitates advances in our understanding of the interrelationships between climate, landscape-shaping processes and human activity over long time periods, especially in areas that are already climatically stressed. This book presents conceptual and empirical discussions of adaptation to climate change/variability in West Africa. Highlighting different countries’ experiences in adaptation by different socio-economic groups and efforts at building their adaptive capacity, it offers readers a holistic understanding of adaptation on the basis of contextual and generic sources of adaptive capacity. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.
